Why do I need a development contribution certificate?
The development contribution certificate reveals potential payment obligations that can arise years after a property is completed and that pass to the new owner upon purchase.
As a rule, the current owner bears up to 90 per cent of the development costs — regardless of who owned the property at the time the development work was carried out. The development process can take several years; partial works such as street lighting may only be completed later. The four-year limitation period only begins once development is complete. The municipality may carry out new measures years later, thereby incurring new costs.
A certificate should be obtained before every purchase so that unexpected additional costs can be taken into account.
